Along with this modernisation, the Government must take into account new budgetary constraints requiring it to choose any solution that will optimise its expenditures (choice of HR or Finance software and data sharing between agencies, for example). The Government must also track its expenditures and even anticipate them, which requires monitoring of financial flows and controlling their movements.

Technical Component
